The use of a peremptory tone, especially in a neutral context, is an attempt to regain control, an indicator of a feeling of losing touch with reality. It’s a feeling experienced by the person with the harsh tone.
They give the impression of seeking conflict by simulating and stimulating antagonism.
In reality, this conflict is felt internally.
One part of them is trying to regain control, while the other part has lost all control.
But yes, from an outsider’s perspective, this verbal machine gun is particularly tiresome.

So, [passive] aggression in tone is a symptom of one’s own dis-ease.
I might point out that a professional neutrality, when dealing with emotively charged matters, can be just as tiresome, even provocative.
Though not amongst other professionals.
